Case Manager, Detained Adult Program (National Qualified Representation Program)
Who We Are
The Capital Area Immigrants’ Rights (CAIR) Coalition is the only non-profit organization in the Washington, D.C. area focused exclusively on providing legal assistance to adult and child immigrants detained by the government in the Capital Region.
Role Description
The DC Based Case Manager works in partnership with CAIR Coalition attorneys to safeguard the rights and dignity of all detained immigrants & those at the highest risk for detention in the DMV area. The DC Based DAP Case Manager will provide critical case management for clients of the National Qualified Representation Program (NQRP), who have mental health diagnoses or other indicia of incompetency, as well as case management support for individuals working with our other DC based teams. This position engages with clients to advocate for their non-legal needs, with a specific focus on ensuring clients’ releases from detention are safely executed. The NQRP Case Manager reports to the DAP Social Services Coordinator with occasional collaborative supervision from the NQRP Managing Attorney. The case manager serves three primary functions:
Case management:
Coordinates and implements post-release plans for clients, build on clients existing resources, strengths, and autonomy to help them with their self-identified goals
Community advocacy:
Builds relationships with myriad community partners including volunteer networks and community organizers; liaise with detention center staff and volunteers;
Program coordination:
Coordinates psychological evaluations for NQRP clients in collaboration with the DAP Social Services Coordinator and other social services staff to handle the stakeholder relationships with the evaluators.
General Duties and Responsibilities [1]
- Assist CAIR Coalition attorneys in anticipating client needs upon release and incorporate appropriate resources into a post-release plan that is submitted to the court;
- Create and maintain relationships with social service providers in the Washington D.C. metropolitan area who can assist with housing, social services, mental health services, and substance abuse counseling for immigrants recently released from detention;
- Support 20-75 people in detention and post release per year;
. - Facilitate clients’ release from detention centers and implement the post-release plan;
- Maintain and update online social service database, and support the DAP Social Services Coordinator in managing social service grants;
- Coordinate psychological and medical evaluations for clients;
- Support legal staff in resolving their detained clients’ social service needs;

- Collaborate with social service professionals on other CAIR Coalition teams to assist in the development of the social work program;

- Periodically provide in-court advocacy for clients alongside legal advocates, by explaining Post-Release Plans and other social-service aspects relevant to the client’s legal case;

Qualifications Required:
- Bachelor’s degree or equivalent combination of education and experience, preference for a degree in social work, counseling or related field;
- Demonstrated interest in immigrants’ rights and assisting clients with mental health diagnoses;
- Ability to build and maintain relationships with stakeholders;
- Ability to multi-task, work in a fast-paced environment, and triage client emergencies;
- Ability to work well independently with limited supervision;
- Availability to work occasional weekend/evening hours to accommodate client release needs.
- Proficiency in Spanish and valid driver’s license;
- Preferred: Proficiency in Microsoft Sharepoint and Salesforce; knowledge of immigration system; and knowledge of local community organizations and resources.

Telework
All CAIR Coalition staff, interns, and volunteers are working remotely. However, due to the duties and responsibilities of the Case Manager position, this staff member may be required to live within 30 miles of their assigned primary office to complete in-person tasks as determined by program needs. Staff have the option to work from the office following a hybrid model, as long as they are in compliance with CAIR Coalition’s COVID-19 policies.
Candidates should be prepared to accompany clients to USCIS or ICE appointments as needed and assist clients in attending medical and social services appointments as it relates to the legal case. Candidates should also be prepared to provide in person services as part of executing safe releases from detention.

Director of Finance
Who We Are:
The Capital Area Immigrants’ Rights (CAIR) Coalition is a 501(c)3 organization located in the Washington DC area. CAIR Coalition is the only non-profit organization in the capital region focused exclusively on providing free legal assistance to child and adult immigrants detained by the government in the capital area and beyond. As result of our successful operations, we have experienced continued growth for the last five years and now are looking for our first Director of Finance.
Role Description:
The Director of Finance oversees all aspects of the financial operations of the organization, including interfacing with outside accountants, preparing financial reports, overseeing the annual audit, reporting to the Board of Directors and Finance Committee, working with program officers, and supervising a finance associate. The Director of Finance is responsible for maintaining a comprehensive accounting system that is in accordance with generally accepted accounting principles and for providing support to related functions. Currently, CAIR Coalitions has most of these functions outsourced to a financial management firm specializing in nonprofits. The new Director of Finance will be the first full time employee in this role. The Finance Director will report to the Executive Director.
General Duties and Responsibilities:
- Prepare monthly financial reports which include Statement of Activities, Statement of Financial Position and Statement of Cashflows and provide variance analysis
- Lead the organization’s Finance Team.
- Oversee all accounting functions, including AR, AP and PR
- Responsible for grants and contracts tracking and reporting
- Responsible for monitoring investments and preparing cashflow projections
- Responsible for the general ledger and accuracy of the accounting software
- Lead the annual audit, prepare workpapers and footnotes and act as the main point of contact
- Work with the Executive Director and other members of the leadership team to evaluate funding needs for all programs
- Asses financial operations to identify areas in need of reorganization, expansion, or elimination
- Develop and implement financial and risk management policies to mitigate risk
- Ensure compliance with applicable local, state, and federal funding sources’ regulations and other funding streams.
- Provide staff training in areas of budget development, budget management, fiscal accountability, and financial procedures.

Qualifications Required:
- Bachelor’s degree or higher in Accounting or Finance, or 7+ years of experience in similar roles

- Cost center accounting experience

Legal Assistant, Detained Adult Program

Role Description
A legal assistant in the Legal Orientation Program focuses on (i) the coordination and execution of visits to detention centers for the purpose of conducting know your rights presentations and intakes with detained adults, (ii) working with detained people throughout the course of removal proceedings, including assisting with paperwork and case preparation, and (iii) supporting the program’s provision of services as a whole.
General Duties and Responsibilities [1]
Client Services:
- Participates in preparation and breakdown of detention facility visits.
- Conducts detention facility visits throughout Virginia and Maryland (normally 2-4 full visit days per month, including one overnight visit), for the provision of know your rights presentations and intake/follow-up.
- In-person services have been suspended since March 2020 due to the COVID-19 pandemic; however, we anticipate returning to some in-person visits as early as June 2022.
- Assists with the recruitment and training of volunteers for jail visits, the jail hotline, or translation/interpretation volunteer work.
- Participates in intake review, additional case research, and preparing cases for pro bono placement.
- Provides follow-up after intakes to evaluate eligibility for relief from removal, including legal research, securing criminal records, and obtaining additional information from family and other community members.
- Conducts administrative tasks, including database maintenance and reporting to funders.
- Actively engages in CAIR Coalition’s training and advocacy efforts, as needed.
- Interfaces with social services staff, where needed. Preparation of Post Release Plans and social service plans, in coordination with social services staff.
Organizational Services:
- Ensure the inputting and accuracy of data and case information into shared databases in a timely fashion.
- Help with the transfer of clients to internal representation programs (e.g., the National Qualified Representative program, the Immigration Impact Lab, local Safe Cities universal representation programs) and facilitation of pro bono attorney communications with detained clients.
- Assist other program staff in completion of their workload during high-work/low-bandwidth periods.
- Take part in stakeholder relationship activities, including in-person and telephonic meetings with community groups, governmental bodies and representatives, and other legal service providers.
- Engage with internal CAIR Coalition committees and working groups to lend a voice to the growth and strategy of the organization.

Legal Assistant, Detained Adult Program (Maryland Universal Representation)

Role Description:
A legal assistant in the Maryland Universal Representation Program focuses on (i) working with detained people and their attorneys throughout the course of removal proceedings, including assisting with paperwork and case preparation, and (iii) supporting the program’s provision of services as a whole, including through intakes and administrative tasks such as database maintenance and reporting to funders.
General Duties and Responsibilities [1]:
Client Services:
- Supports attorneys representing detained and released clients before immigration courts in Maryland, Virginia and remote locations (virtually), USCIS, ICE and local state courts. This includes representation in the following types of cases: Bond, Asylum, Withholding of Removal, Protection under the Convention Against Torture, Special Immigrant Juvenile Status, U-Visas, T-Visas, and Cancellation of Removal. Support includes assistance in developing client and witness declarations, coordination, drafting and preparing filings, country conditions research, and input in case strategy.
- Completes intakes and provides follow up after intakes to evaluate eligibility for relief from removal, including legal research, securing criminal records, and obtaining additional information from family and other community members.
- Conducts detention facility visits in Maryland, Virginia and Pennsylvania, for intake and client meetings.

Legal Assistant, Detained Children's Program
Who We Are:
The Capital Area Immigrants’ Rights (CAIR) Coalition is the only non-profit organization in the Washington, D.C. area focused exclusively on providing legal assistance to adult and child immigrants detained by the government in the Capital Region.
The Detained Children’s Program provides legal orientation and screening to migrant children detained in the Maryland and Virginia region. We also offer free legal services to children released from Office of Refugee Resettlement custody to the greater Washington/DC Baltimore region.
Role Description
A Legal Assistant (LA) in the Detained Children’s Program works collaboratively with legal and social services staff to:
- coordinate and participate in visits to detention centers for the purpose of conducting know your rights presentations and legal screenings with detained children;
- support attorneys in providing legal services to unaccompanied immigrant children, including assisting with paperwork and case preparation; and
- contribute to the program’s provision of services as a whole, including administrative tasks such as database maintenance and reporting to funders.
- ensure clients receive high-quality, culturally competent legal services while detained and after release;
General Duties and Responsibilities [1]
Client Services:
- Participates in the preparation and breakdown of detention facility visits.
- Conducts detention facility visits in Virginia and Maryland, as needed, for the provision of know your rights presentations, intakes, and follow-up conversations with immigrant children.
- Prepares case summaries and contributes to case evaluation including teamwide case reviews, research, securing records, and obtaining additional information from family members to assist with relief assessments and pro bono placement.
- Conducts administrative tasks, including database maintenance and reporting to funders.
- Supports attorneys representing detained and released clients before USCIS, Baltimore, Arlington Immigration, and Hyattsville Immigration Courts and local state courts in Maryland, DC, and Virginia. This includes representation in the following types of cases: Asylum, Withholding of Removal, Protection under the Convention against Torture, Special Immigrant Juvenile Status, U-Visas and T-Visas, in addition to limited social services assistance.
Organizational Services:
- Ensures the timely and accurate entry of case information into shared databases.
- Assists other program staff in completion of their workload during high-work/low-bandwidth periods.
- Assists with stakeholder relationship activities.
- Engages with internal CAIR Coalition committees and working groups to lend a voice to the growth and strategy of the organization.

Senior Attorney, Detained Adult Program
Who We Are:
The Capital Area Immigrants’ Rights (CAIR) Coalition is the only non-profit organization in the Washington, D.C. area focused exclusively on providing free legal assistance to child and adult immigrants detained by the government in the Capital Region.
Position Summary:
A Senior Attorney in the Detained Adult Program focuses on (i) the provision of direct legal services under a universal representation model to immigrant adults held in facilities in Virginia and Maryland, (ii) the supervision of staff attorneys and legal assistants (also including supervision of interns and fellows); and (iii) the mentoring of pro bono attorneys. This position is based in our Baltimore, Maryland office and will work primarily with our Maryland focused universal representation project/public defender model. This project provides legal representation to detained immigrants regardless of their criminal history and immigration procedural postures.
Our Work Environment:
CAIR Coalition’s Detained Adult Program (DAP) is a highly collaborative work environment. We work in smaller focused teams around various direct representation and legal orientation projects, but all DAP colleagues are interconnected through, for example, case workshopping, appeals management, advocacy initiatives, and staff-run committees such as our Equity & Inclusion Committee.
DAP staff have been a source of expertise in the highly complex and ever-changing immigration system. General Duties and Responsibilities:
Representation:
- Manages caseload of direct legal representation of detained clients in removal proceedings primarily before the Arlington and/or Baltimore Immigration Courts. This includes representation types such as Asylum, Withholding of Removal, Protection under the Convention against Torture, Special Immigrant Juvenile Status, U-Visas, T-Visas, and Cancellation of Removal.
- Provide direct supervision to staff attorneys on direct representation cases, including supervision and assistance of (i) case strategy, (ii) trial preparation, and (iii) case load management.
- Provide expert mentoring to outside attorneys representing detained immigrants on a pro bono basis.
- Assist other program staff in completion of their workload during high-work/low bandwidth periods.

Senior Attorney, Immigration Impact Lab
Who We Are:

The Immigration Impact Lab ("the Lab") is CAIR Coalition’s federal court impact litigation program. The Lab team seeks to reduce the disproportionate legal injustices immigrant adults and children at risk of detention and deportation face by bringing cutting-edge impact litigation to engender systematic change through legal precedent that benefits broad groups of immigrants.
Role Description:
We are seeking a Senior Attorney to help lead the Immigration Impact Lab’s efforts to expand its impact litigation and referral systems in new circuits, particularly the Third, Sixth, and Eleventh Circuits. A Senior Attorney in the Immigration Impact Lab focuses on working with the appellate and federal litigation team to meet the Lab’s goals, including (i) conducting broad-based legal research, case development, and written pleadings involving a host of issues that touch on novel immigration claims; (ii) the provision of direct legal services to immigrants through appeals to the Board of Immigration Appeals (BIA) and federal circuit courts of appeals and litigation in the district court, (iii) working with pro bono attorneys through co-counseling, mentoring, and trainings, (iv) the supervision of staff attorneys, legal assistants, and interns, and (v) the management of program projects and contribution to program development efforts including fundraising and thought leadership opportunities such as media, panels, and webinars.
General Duties and Responsibilities [1]:
Representation:
- Supervise staff attorneys, interns, and potentially legal assistants on the implementation of Lab goals and cases.
- Work on federal impact litigation, including habeas petitions and appeals and taking on the following tasks:
- Identify and develop potential affirmative impact litigation efforts.
- Conduct legal research.
- Draft legal pleadings for filing in federal courts and/or immigration agencies.
- Represent clients at the BIA, federal circuit courts of appeals, and federal district courts and/or draft amicus briefs.
- Investigate and collect information to support federal court litigation.
- Lead, both internally at CAIR Coalition and externally with co-counsel and other stakeholders, at least one large-scale litigation effort per year such as a class action or circuit court case of national importance.
- Manage program projects supporting impact litigation.
- Assist management and staff of other programs to (i) create innovative arguments and strategies for direct legal representations of detained clients, (ii) identify novel issues for appeals and impact litigation, and (iii) preserve issues for appeal.
- Manage a caseload of in-house cases and pro bono co-counseling and mentorship cases to ensure timely and high-quality filings.
- Provide technical legal assistance to other advocates on a variety of legal issues affecting immigrants at risk of detention and deportation, including the intersection of criminal and immigration law.
- Mentor and co-counsel with teams of pro bono law firm and other nonprofit organization attorneys through the life of cases.
- Educate pro bono attorneys and other advocates through trainings and panels, development and maintenance of practice advisories and other legal resources, litigation coordination, and outreach.

Staff Attorney, Detained Adult Program
Who We Are:
The Capital Area Immigrants’ Rights (CAIR) Coalition is the only non-profit organization in the Washington, D.C. area focused exclusively on providing free legal assistance to child and adult immigrants detained by the government in the Capital Region.
Position Summary:
A staff attorney in the Detained Adult Program focuses on: (i) screening individuals for program eligibility and immigration relief, (ii) managing a caseload of direct legal services to immigrant adults held in facilities in Virginia, Maryland and outside the DMV region, (iii) maintaining client and stakeholder information up to date in the organization’s database, (iv) advocating with stakeholders and community representatives for program and clients, and (v) the mentoring of pro bono attorneys.
General Duties and Responsibilities [1]:
Representation:
- Manage a caseload of in-house direct legal representation of detained clients in removal proceedings before the Arlington and/or Baltimore Immigration Courts and out-of-state courts via remote appearance as needed. This includes representation in cases such as Asylum, Withholding of Removal, Protection under the Convention against Torture, Special Immigrant Juvenile Status, Board of Immigration Appeals, U-Visas, T- Visas, and Cancellation of Removal. An average staff attorney’s docket consists of four trial level cases going to individual hearing and other removal defense cases.
- Provide expert mentoring to outside pro bono attorneys representing detained immigrants on a pro bono basis.
- Prepare Post Release Plans and social service plans, in coordination with social services staff.
- Research, engage, and prepare experts on health, behavioral health, and country conditions.
Detention Facility Services:
- Conduct government detention center visits as needed to prepare clients for their immigration hearings.
- Conduct individual intakes with immigrants at the detention facilities or remotely. Provide necessary follow-up after intakes to evaluate program eligibility and eligibility for relief, including performing research, securing criminal/juvenile delinquency records and obtaining additional information from family and community members.
Organizational Services:
- Ensure the inputting and accuracy of data and case information into shared databases in a timely fashion.
- Assist other program staff in completion of their workload during high-work/low- bandwidth periods.

Staff Attorney, Immigration Impact Lab
Who We Are:
The Capital Area Immigrants’ Rights (CAIR) Coalition is the only non-profit organization in the Washington, D.C. area focused exclusively on providing free legal assistance to child and adult immigrants detained by the government in the Capital Region. The Immigration Impact Lab ("the Lab") is CAIR Coalition’s federal court impact litigation program. The Lab team seeks to reduce the disproportionate legal injustices immigrant adults and children at risk of detention and deportation face by bringing cutting-edge impact litigation to engender systematic change through legal precedent that benefits broad groups of immigrants.
Role Description
We are seeking a Senior Attorney to help lead the Immigration Impact Lab’s efforts to expand its impact litigation and referral systems in new circuits, particularly the Third, Sixth, and Eleventh Circuits. A Senior Attorney in the Immigration Impact Lab focuses on working with the appellate and federal litigation team to meet the Lab’s goals, including (i) conducting broad-based legal research, case development, and written pleadings involving a host of issues that touch on novel immigration claims; (ii) the provision of direct legal services to immigrants through appeals to the Board of Immigration Appeals (BIA) and federal circuit courts of appeals and litigation in the district court, (iii) working with pro bono attorneys through co-counseling, mentoring, and trainings, (iv) the supervision of staff attorneys, legal assistants, and interns, and (v) the management of program projects and contribution to program development efforts including fundraising and thought leadership opportunities such as media, panels, and webinars.
General Duties and Responsibilities [1]
Representation:
Work on federal impact litigation, including habeas petitions and appeals and taking on the following tasks:
- Conduct legal research.
- Draft legal pleadings for filing in federal courts and/or immigration agencies.
- Represent clients at the BIA, federal circuit courts of appeals, and federal district courts and/or draft amicus briefs.
- Investigate and collect information to support federal court litigation, including plaintiff searches and case referrals.
- Support the implementation of program projects supporting impact litigation.
- Assist staff of other programs to (i) create innovative arguments and strategies for direct legal representations of detained clients, (ii) identify novel issues for appeals and impact litigation, and (iii) preserve issues for appeal.

- Staff will accrue 12 days of personal time on January 1 and 11 days on July 1. Staff who are hired after July 1 will receive 11 days of personal time for the remainder of the calendar year.
