Join us in offering our ongoing thanks, appreciation, and applause to the many CAIR Coalition volunteers who devote countless hours to advance the rights of detained immigrants in the D.C. metropolitan area. Our volunteers provide translation and interpretation services, conduct intake during jail visits, attend Credible and Reasonable Fear Interviews, and provide invaluable telephonic access to counsel for detained immigrants by staffing our detention hotline.
The entire CAIR Coalition staff wishes our Executive Director Kathy Doan congratulations on receiving the 2015 Jerrold Scoutt Prize from the DC Bar Foundation. Kathy received the award on Friday April 17th after a rousing introduction by CAIR Coalition's Board Chairman Jon Fee of Alston & Bird LLP.
Last summer, pervasive violence and abuse forced Honduran, Guatemalan, and Salvadoran children to flee their countries seeking safety and protection. The good news is that the U.S. has long been a champion for refugees, as well as a standard-bearer for child welfare – while the bad news is that some in Congress want this to change.
Morgan Macdonald, legal fellow for CAIR Coalition’s Virginia Justice Program, published an article in the February 2015 edition of the Virginia Lawyer addressing defense attorneys’ ethical and constitutional obligations when representing noncitizen defendants. The article discusses the distinct legal and strategic challenges that arise for defense attorneys representing noncitizens and the obligation defense attorneys have to accurately advise their clients about the immigration consequences of criminal case dispositions.

Cooley's Pro Bono Team Wins Fourth Circuit Ruling in Asylum Case
Washington, DC – February 5, 2015 – Cooley attorneys successfully persuaded the United States Court of Appeals for the Fourth Circuit to grant pro bono client Faustin Mukadi Ilunga's petition for review and to vacate the Board of Immigration Appeals (BIA) and Immigration Court orders that had denied him asylum.
CAIR Coalition is thrilled to announce that the DC Bar Foundation has selected our Executive Director, Kathy Doan, to be the recipient of the 2015 Jerrold Scoutt Prize.
On December 23, 2014, the U.S. Court of Appeals for the Fourth Circuit ruled in Omargharib v. Holder (Case No. 13-2229) that a conviction for grand larceny under Virginia law cannot constitute a theft "aggravated felony" under the Immigration and Nationality Act. CAIR Coalition asked the court to reach this holding when it submitted an amicus curiae brief in the Omargharib case. The court's ruling will benefit many noncitizens in Virginia charged with grand or petit larceny.
In Virginia’s misdemeanor courts, defendants are frequently not appointed defense counsel if they will not serve jail time if convicted. For noncitizen defendants this practice has devastating consequences, because even a minor misdemeanor conviction can result in deportation.
